Silvassa is the former capital and administration center for the union territory of Dadra & Nagar Haveli. Dadra & Nagar Haveli, previously under the Portuguese rule, is known for its tribal culture and heritage. The U.T. has a rich natural heritage such as forest cover, hillocks, wildlife. The UT has been a center of industrialization with its epicenter at Silvassa. The urbanization of Silvassa has been at a very steady pace and the ULB has been able to deliver basic infrastructure to the city such as drinking water, waste management, electricity, road infrastructure.

Competition from the surrounding industrial towns, imposition of GST, limitation on several industries led to the stagnant growth in the industries. Lack of proper development plan also led to haphazard growth of the city, and similar unorganized growth can be seen in the entire U.T.

The Vision for Silvassa smart City Silvassa was prepared by means of extensive citizen engagement program and taking the consultation and aspiration of various stakeholders, which aims and making Silvassa a gateway to the DNH, making it the center for the emerging economy, tourism and industrial hub while preserving its indigenous communities and economy and the natural heritage of the U.T. and giving a better quality of life to the citizens.
